FINE AND FEE REFORM
For too long, Wilmington has been using fines and fees - like parking tickets! - as a way to generate revenue. But the purpose of fines and fees should only be to enforce regulations and pay for services.
Using fines and fees as a way to generate revenue is unfair, inefficient, and shifts the burden of paying for city services onto people with the least ability to pay.
Christian signed the Wilmington Fines and Fees Justice team Pledge to support fine and fee reform and will work hard to pass the recommendations of Wilmington City Council's Fines and Fees Task Force that were approved by Wilmington City Council.

I understand that fines and fees are an inefficient source of government revenue, that reliance on them as a funding source undermines public safety, and that the accumulation of fines and fees in traffic tickets, parking infractions, and utility billing can undermine the financial stability of people and neighborhoods.
In order to promote fiscal responsibility, I will work to end the City of Wilmington's use of fines and fees as a revenue raising tool. I will support the implementation of the recommendations of Wilmington City Council's Fines and Fees Task Force.

Christian served on Wilmington City Council's Fines and Fees Task Force, which published its findings and recommendations in March, 2024.
Christian has spoken up in favor of fine and fee reform at City Council meetings.
