Property taxes for many homeowners and small businesses in Wilmington's Hilltop, West Center City and Tilton neighborhoods skyrocketed as a result of the reassessment.
The appeals process works when the problem is an error in the assessment of a single property. But state law also includes a provision for Counties to review and correct assessments across an entire neighborhood when there is evidence that assessments weren’t done in a fair or equitable manner:

Tomorrow, we'll be releasing a report highlighting how many properties that sold during the reassessment's study period in Greenville are assessed for LESS than they sold for, while many properties in the City of Wilmington are assessed for MORE than they sold for. The report also raises important questions about the accuracy of land values.
Using publicly available comparable sales data from the study period of the reassessment combined with permit data, the County has sufficient information to determine accurate assessment values for properties in city neighborhoods. We're asking New Castle County to do it.
